Is there any way to 'install' the Belgian TBL system on
locs?

Yes, there is a way...

Ask Carsten Hoelscher if he'd like to integrate this system in Zusi (I'm sure he will like to but perhaps not immediately) and provide him with all the information he needs for that system. After some time of waiting until Carsten has free programming time and after his codewriting You will have the TBL.

I have another question for the "gebaude-editor", when I draw
a rectangle, sometimes no rectangle appears, or the backside
of the rectangle doesn't appear. (I'm busy with draw the Belgian signals)

that happens sometimes - it depends on the orientation. You should not create too many rectagles. Try to copy existing rectangles instead.
